New headquarters for the Generalitat Department of Health, Barcelona

At the beginning of 2021 Elastiko was awarded first place in an open competition commissioned by the Generalitat of Catalonia for the complete refurbishment of a twelve storey office building located in Barcelona. The building will accommodate the future Generalitat Department of Health and the aim is to make it a touchstone for new ways of working already in practice in contemporary society.

The project strategy consisted of the elimination of the building’s rear stairway, thus creating a terrace facing the interior courtyard of the city block on each floor. This move further allows for greater natural light from the south, introduces cross ventilation and restores views toward the open space of city block’s interior.

The layout of the typical floor is organised around a compact central nucleus that brings together services, building installations and shared spaces as well as providing a common spine freeing up a flexible and generous open plan layout. The organic forms of the nucleus provide a greater visual continuity to the space and make circulation easier.

The required building programme as stipulated by the department of health consists of mostly work spaces, innovation and collaboration rooms, meeting rooms, small phone-booth type installations for privacy, a cafeteria / dining room on the 9th floor as well as a closed office on each floor.

The work stations face the north façade while the closed off rooms are designed so as to allow for possible future changes to their configuration. The spaces are multifunctional with mobile space dividers that allow for the expansion or contraction of an area according to the needs at any given time.

It was decided to eliminate suspended ceilings given the lack of height on all floors and leave building services visible.
The ground floor with the main access to the building will accommodate the three multifunctional spaces for presentations, exhibitions and press conferences, as well as small meeting rooms for private consultations. One of the project’s key elements is the freeing up of the 10th floor for plant and installations, leaving the total surface area of the roof terrace for the capture of photovoltaic solar power, meeting nearly all of the building’s energy consumption requirements. 

The office building has been designed according to sustainable energy consumption and economic sustainability criteria. The WELL standards for work spaces have been employed with particular attention given to air quality, lighting and thermal comfort.
